The point of shifting some settings (e.g. shadows) up to high is that when they're set to low the load is put on the CPU and when you put them on high the load is put on your graphics card. In this case I don't think it would be productive, I would disable anything that can be disabled completely. In answer to the OP - no, you will not be able to run DayZ mod with 30+ FPS on that machine.
