Server stuck in time loop

Hey, wondering if anyone else has had this problem..a quick google search only brought up one related incident with no replies.

Basically my public hive server, US2132, is stuck perpetually between the hours of 2pm to just after 3. I have tried editing the hiveext.ini file as suggested to set to just normal UTC, however the server remains in the loop.

Is there another file somewhere that I can potentially edit to correct this?
