Lag between when you shoot someone and when they die?

I've noticed several times that when I kill someone, or at least when I've clearly killed them ie. emptying an entire clip into someone close range from behind, they still have a couple seconds to react, and in some cases I've still been shot before they die.

 

Is this lag due to my computer? Their computer? Or is that just how the game is?

3 things could be leadin to this

1. You're lagging/desyncing

2. they're lagging/desyncing

3. the entire server is laggy as hell

it's someone's internet, not your PC :)
