Hey guys,

 

I seem to have a problem getting a frame rate above 20 Fps, and if I'm not in Cherno it really bombs. 

I cant figure out exactly what my problem is but if I was to guess I would say its my Graphics Card.

 

I have Windows 7 HP 

Intel Core i5 2430M CPU @2.40GHz

8GB ram

Intel HD graphics 3000

 

Any ideas?

I have marked your problem in red. Your overall PC/ Laptop is the problem.

Your lack of a real graphics card is the problem. You want to invest in a real GPU, like the GTX 660 or something like that.

His overall system is a problem, because it's a laptop and therefore not upgradeable.

Try using GPU-Z and seeing what load your graphics card is running at, as well as the task manager to see your cpu usage when in game.  If your gpu is maxed out, likely you need something with a bit more muscle ;)  Check the cpu as well.
