From what i see in the video it dosent look like a mod in my eyes.I can also add toons of vehicles and new weapon to my server, dos it make it a mod? So many individuals putting their own touch and making a mod. I'm open to try any new path or vision someone has. It may seem whacky but if your into cars its a fun idea.
