A couple of questions about hosting a server

hi i just started hosting a server and i have a few questions

 

* how do i spawn vehicles because i dont have a spawn tab between players and vehicles

 

* how do i teleport

 

* how do i repair vehicles because when i click reapir and refuel it does nothing and i even click delete and it does not delete it
