Can someone explain to me the new loot system? It used to be every time you walked within x distance stuff spawned but now its different- is this a new loot system or am i lagging?

THe new loot system is supposed to be nearly empty of stuff (which has everything crying like a babe as of late). I'm pretty sure Rocket put measures in place to stop loot farmers from running to a building, running away, and running back.
