I don't think they can since it's based off the Chernarus map. They would have to rework the whole thing.

I never played Arma 2 so had no idea this was just a map from that game that they dumped zombies into.

Would it not be possible to design interiors for much of the current houses that are already on the map?

They could place more enter-able buildings but could not delete the one that are currently exist on the map. It is possible by editing the Cherno map though.
