Military outposts.

An interesting idea I had was the Military's involvement with the outbreak, having outposts scattered in rural areas to serve as a location for players to venture to and loot from.

Either the soldiers are hostile by default, or it's NPC survivors who have taken the base as their own - One general idea sticks out. One person cannot hope to take on an entire group on their own, forcing players to team up with one another in order to gain better equipment. Although this partnership may be temporary, as one selfish player may simply try to off the other the moment their help is no longer required.

I'm not sure if the idea was already suggested or not, but I felt it would add an interesting twist to gameplay and the ways players view one another. Constructive thoughts/opinions/ideas are welcome.
