Interface lag

My flatmate is trying to play the game but even on the main menu, everything lags. He turned everything down to low and updated his drivers, but to no avail - it's still very, very slow. I know the game is demanding and his system is not the fastest, but it should be able to run it at a decent framerate. Here are the specs -

Core 2 Duo E8400 3GHz

8GB ram

Radeon HD 4870 1GB

Windows 7

He's running on a resolution of 1440*900. The fact that it's still so slow even before he gets to play says something is wrong here. Any ideas?
