why is frame rate server related?

im not talking lag here! i have a good internet connection and get very low pings, and doesnt matter if i turn setting up or down

frame rate just seems to take a nose dive on some servers, while some other servers are fine?

so just wondering why frame rate seems to be linked with the server you are on?
