Sounds like you want to play 2017.

You should try it out if you haven't yet. Not sure if there's any populated servers out there for it, but I really enjoyed it.

I dont think there is a server out there which fits your search. 90% of the servers out there are lik +8000 vehicles and crappy stuff like that. There are very few good vanilla servers. I dont know of any servers which are below vanilla item and vehicle wise.

You could try our server, we have reworked the loot table to make gear a lot rarer, especially the high end military weapons.

We do have more vehicles than you were looking for but they do all spawn in damaged, and many are in new locations so will be harder to find.
