Should loot "grow"?

I can understand what you are saying but I am hoping that with more buildings and more loot spots players will move about the map a lot more often.

I still believe there should be "rare exceptions" in loot piles. So that maybe out of 100 loot spawns in a particular building (let's say a residential) it will drop either an industrial or military loot drop instead of residential. That way every building has the potential to have something you need.
