Can it be possible to make a radio/scanner to be able to communicate in game and that be the only way to chat via voice or typing in game? But make it rare and hard to find like like binoculars.

Good idea.

Obviously if you're right next to someone, you should be able to communicate with them freely, but at a distance some kind of radio or communication device should be required.

Yeah, just to have in your inventory to use. not saying you have to click radio just to chat. Just have in in there and can talk anytime. Maybe even have channels.

And the handheld transceiver can be taken Tushensky (fashions for serious games). it on an order is more plausible ACRE

Hell with batteries! Just the radio with the channels that are already in game to pick from. That would make chatting in game much more realistic.
