Can you control which vehicles will be on your server?

I want to start a server, and I probably will regardless of the answer to this question, but: can you control which vehicles will be on the server?

For example, I've seen some servers have no vehicles, some have some vehicles, and some have helicopters as well. Is that controlled by the server admin, or what?

No, it's by mission file ID if I understand it correctly and it is I guess seeded by something not within the admins control ( or at least that I don't think is supposed to be in the admin's control) and from what I understand mission ID's under 1,000 or so currently have vehicles...
