Niether. Please read this in full http://dayzdev.tumblr.com/ and use the search bar for other threads on the subject. It's been talked about a LOT.

Essentially, it will have it's own engine using the TOH engine as a starting point but making core changes unique to DayZ and using assets from Arma 3 too.
