Invincible Knockout Fix?

SoI have this issue all the time where ill shoot someone in the head or torso and it will end up knocking them out, then I go up and put like a few clips (at least) into their head and they dont die. So I drag them until they wake up and talk to them until they drop their weapon then if they try to kill me i shoot them and then they die.

But whats up with this bug, and is there any real way to fix it? I hate knocking someone out and then then becoming bullet proof.

Its fun dragging them around when they are awake...unless they have a gernaid then shit hits the fan.
