Instance Vehicles not in game?

None of the games on instance vehicles are on the map, I have a live map tool that shows where they "should" be but aren't there. I have only seen 3 vehicles and those are the ones I have to teleport to me.

I think that's what he's saying, fair enough that the "live map" could be a phone app or something but teleporting vehicles to himself...

Or it could be the admin map, since we can see where all vehicles are and can spawn them in, but you definitely need more details on what this guy is doing to know if he's an admin or not. If he means spawning on him through the admin map then that makes sense, but we can't teleport anything or even move what exists, only delete it and spawn it somewhere else manually.
