Heroes unable to pick up chemlights/flares?

I've noticed that whenever I became a hero on public servers, I always drop my chemlight, and henceforth unable to pick any up.

Is this just a bug that disappears when you login again, or is it just me that's experiencing this?

Have only noticed that chemlights tend to drop, randomly as a hero. But you can still throw them. Although once you drop them, you cannot pick them up again.
