Having a constant problem with people not using the search option before submitting a topic? How about..

Make a mandatory search option; Once you click on 'New Topic' button, you'd be directed to another page that'll tell you to type inside the search box before you submit your topics, it will enforce people to search along with eliminating problems of the community 'adding same topics' instead of bumping an older topic. It's not really an ongoing issue but it can be easily resolved :)

Would you guys see this as being a good idea?

Maybe the suggestion Forum section needs a few sub forums like in the General discussion one.

Subs could be broken down to main type or area of suggestion -

Does need a sub, but the sub can contain all the repetitive ideas (everyone is able to post there)... while the main forum suggestion area, admins have the ability to drag only popular or first time ideas to the main forum... sucky part is it would put more work on the forum mods... ;(
