Dayz private server custom loadout

Ok so i just made an account on the forums so im not really sure if im doing this right or if someone already has a topic on this but i have my own dayz server and i was wondering if someone would be able to explain to me how to edit custom loadouts and the server i use is Pwnoz0r's build.

P.S. if someone could also tell me how to decrease zombie spawns because ther is way too many of them, with 1 player in elektro there is about 150 zombies its too many
