Is this normal lag?

I haven't been playing that long, but I haven't seen this before so I'm baffled. I was just on a server where my actions were lagging. For example, I ate some food, but there was no eating sound and no message about it being eaten. About a minute later, I heard the eating sound and it said I ate. Also, I tried moving my hatchet from my toolbelt but it didn't see to do anything, until a short time later when it was moved.

Is this something that happens frequently?

I have noticed this a fair bit of late, leaving the server and re-logging sometimes fix it but generally its a sign that the server needs rebooting. Avagamings Panthera server is terrible for it.
