Private Hive vehicles not spawning (no mods just plain original dayz)

Ok so when I launch my server I've searched EVERYWHERE and there is only 2 vehicles that we have found all the others arent there and I had just launched my server/created it. we have not edited any of the files this is just for LAN gameplay private hive. Why arent the vehicles spawning? We only found a ATV and a huey. I am unable to find a civilian ural or a UAZ or a military offroad. What can I do to fix this?

Does restarting the server make vehicles move spawn points?
