Well,

My Cpu is going at around 10-20%, My GPU is going at around 40-50%

But my frames are at around 30fps, any ideas?

30 fps is not bad really but you could open the task manager and right click operation arrowhead and set prioriry high and check processor availability if its not using all the cores ^^
