A question about vehicle spawns

I've set my vehicles to 250 and I added a whole bunch of vehicle spawns, but when I join the server there aren't always vehicles there. Are the spawns random? In otherwords, I can create the spawn and there's only a chance the vehicle will spawn?

spawns dont you have to select add vehicle
