Surface defines motion?

I've always been confused about the fact that your "Eye" bars go up when you walk on a road or other hard surfaces. Shouldn't it be your noise that increases?

Both.

When you're in tall grass, you're less visible than when in an open road.

Does the noise level actually increase depending on surface? I thought the only thing that changed it was stance and running/walking.

I personally don't think the motion level should increase. Why would a person make more motion if they're walking on gravel or on grass?

It's not motion, it's visibility, motion just contributes to how easy you are to see. Standing in the middle of an open road naturally makes you more visible than standing around tall grass.

That makes sense and all, but it's not just tall grass versus road, it's around houses and stuff. Short grass/dirt/gravel/road/etc are not consistent. Can the arma engine not determine weather it's short or tall grass?

It just doesn't make sense sometimes, I'll be sneaking around a town and step on the "wrong" piece of ground and be more visible.

Not that I want it to be easier, I just don't think it's consistent.
