Check out TheLaughingMan (specifically Bliss 2) they have a really good Anti-Hax so it's hacker-free, I've played for about a week and I don't think I've seen a hacker in all the time I've played honestly.

I've been playing at Balota Buddies for over a month now without a single hacker experience. Great group of guys and top notch admins. You'll need to go through a white listing process but it's minor and well worth it.
