Low FPS in large towns

i got the game thru steam. i have been playing for almost a year. i recently upgraded my system to get the game to play better with no luck. in towns i notice that my GPU drops from 98% to about 40%, my cpu never goes above 50%. but my FPS drop from 40-60 in the woods to 8-20 in towns. i have tried all the tips and tricks and nothing seems to work. anyone have any ideas, i know this isnt a monster rig or anything, but should be able to run decent i would think.

motherboard: gigabyte f2a85x-up4

CPU; AMD A8 5600k, quad core 3.6ghz

nividia geforce gtx 650 (two gig of ram)

12 gig of ram

It looks decent to run try turning down the settings to all low also try doing some research its too diffucult to explain here but if you want to realy put it up by 10-20 fps to about 30 fps in towns then you gotta mess with your text option's

yeah i've tried changing the config files. changed the max pre rendered frames to 1, didnt seem to help. i just played the arma 2 benchmarks and everything is great until it gets near a town. the gpu then drops to 40% and my FPS go way down.

Try lowering your resolution. I know its not desireable but it may give you a slight increase in fps.
