Well i imagine there being some type of customization involved in making them unique, though it sould still be possible to make similar decals to add the confusion. or even infiltration ;O

I think we could like get a white bandana on the buildings, and then you could pickup colored pencils or pens and you could draw on them like your Gang Tag or something (would have alot of people going around in underwear with a bandana with a penis on it XD)

To reduce freedom of creating racial/sexual references, It's important to have a select amount of pattern designs available.

Perhaps with levels of decal like tier 1 colour tier 2 shape tier 3 logo

this way individuality and recognition are achieveable while also limiting hate crime
