HELP (had a new server)

hello dayzmod!

i recently got a dayz server from Dayz.st

we go on a server called PVP-server with about 500+ vehicles spawned,

and on that server whenever the server restarts the vehicles disappear and set to their default spawn location with fixed everything.

we want to be able to do this, i understand we edit the .PBO file of somewhat,

and also on a side note i want to be able to make people an admin, i have not come across this yet and finding it difficult.

any assistance?
