Question about vehicle spawn chance.

So, im trying to figure out how the chance in the world_vehicle table in the database works.

• How often will the server "roll the dice" to see if the vehicle will spawn or not?
  
• How do you (if possible) define a maximum limit of spawned vehicles in the server?
  
• If you want to add more vehicles to the server overall, what should you do?
  
• If a vehicle is destroyed, how does the server proceed (does it respawn it instantly or does it just rely on the possibility of a new spawn)?
