Is the new patch death to the minor cities?

I have heard a few great stories about how spawning with no weapon can make an epic journey to go and loot Cherno and Elektro to save your ass and get some neat weapons. However, I seem to notice that it also has deserted all the other cities on the coast (Berez and the coastal airstrip are the exception I guess) as the % of having a gun spawn in Kamenka or komarovo is very low. I wonder if the issue is noted and if they will find a way to attract the players back there or it's maybe intended that way...? Any thoughts?
