Custom weapons and Vehicles

Hello i have this problem on my server. I'm trying to insert custom made vehicles and weapons into my server but how?

And where do i find these vehicles and weapons to put into my server?

I was playing on Panthera before on another server and i saw that they had loads of other vehicles that i didn't have when my server was Panthera.

And i really want to know how they could do that because they have the same host as me (Vilayer LTD) and still they can have loads of those vehicles but i can't.
