How to combat hackers more efficiently

Hi guys.

I am wondering if there is a better way I can combat hackers on my server. It seems ripe with the little bastards and I seem to have quite a lot using my server. I've been running this server for a number of months now and I thought hackers would eventually fuck off. But they haven't

I implimented the list in this forum post

But they seem to be using god mode and thunderdome. and it's ruining the game play for my players.

I'm with Vilayer and it's a gameserver.
