Toolbox is easy to come by, just go to any industrial site.

They are just trying to be helpful. Toolboxes are relatively common and easy to acquire so I'm not sure if anyone will feel it worthwhile to risk a swapmeet for such an item.

Go to that large factory complex South-East down the mainroad from Polana. Find yourself some cover within 30m to 100m of the spawn points and wait out at least 10 minutes for a decent amount of items to spawn. I am finding toolboxes there on a regular basis. Just be careful that the location usually have its share of regular traffic, so if you are staying there for any length of time, chances are higher some folks will blunder along.
