Time in game does not match Server

My server is located in the Mountain Time Zone. GMT -7. When I enter the game it is at a different time. Ie 3pm in the day is dark in the game.

How is the starting time determined? I have read where the Server should have picked up the time from the computer which is set properly.

There is the setting in the config file where you set [GMT -7] does this actually determine the time in game or is this simply for display to players?

What is the easiest way to fix this?

The ingame time is determined by the dedicated servers time. As in the time in the bottom right corner of the screen seen on any computer. When that changes, and the server is restarted, the ingame time will change to meet that time.

I restarted the server numerous times and the time in game has not changed. I am running a private server using Bliss.
