FPS lag when i shouldent have any..

I have a i5 3450 quad core 3.1 ghz that can turbo boost up to 3.5 ghz

Radeon HD 6870 1 GB

16GB of RAM

Im on 1920x1080 and on low settings, i usually have 50-60 fps, but when i get in a city or so it drops to 30-40!!

Is this normal? I thought my PC would be able to easily mantain a constant 50 fps

Yes it's normal.

It's a lot better then it was when Arma 2 came out in 2009 thanks to Bohemia's continued patching.

Defragging will help and switching to an SSD will improve things also,

An SSD won't help with FPS but it will greatly reduce texture popping and micro-stutter.
