This varies. Sometimes it can take a good while dependant on the server, maybe the server is down? Maybe it's full? Maybe you're being impatient?

Make sure your updated to current versions and also the server.

Also, do i need to install the beta of arma 2?

yep, on Dayz commander, make sure Arma isnt running whilst doing so tho
