how to make a custom private hive

hey guys i have found a server on fallujah that had 200-300 vehicles with loot in them anything from as50's to m107's anything m106 launchers al sorts of stuff, problem is its hacker infested and admins suck. My question is how does someone make a server with custom loot like this and were do i buy a server. Im soooo tired of hackers and want to make a fun server for anyway to join and have at it, pvp make camp, kill zombies the whole 9 yards any help with this would be great and if someone helps me with this ill give some admin slots if interested thanks again guys.
