Winchester won't reload

I found a Winchester and I have 12 Gauge ammo for it, but it will not reload, is this a bug?

1866 or 1014?

There are two types.

Annoyingly, theres 2 different type of shotgun ammo, the winchester uses 1866 ammo and the M1014 and Remmington use the 1014 Ammo, make sure its the right type.

In before someone points out that the Winchester isn't a shotgun. It needs fixing but I assume it's low priority.
