Actually, it needs to be in absolutely perfect condition. If even a single window is broken, you will leak fuel like crazy. My advice is, if you find one that isn't in perfect condition, but you can fuel it up enough to make it to an area with a fuel tank and/or industrial spawns, you can fix it up completely in 2-6 hours. it's a lot of work, but it's damn well worth it.
