This video shows you how the building construction works, and also how to set alerts on the buildings.

A few buildings, mainly towers, allow alerts which will send you an email the instant someone comes within a certain radius (radius depends on the building). This means you can set up bases and actually protect them better. It's done to bridge the gap between a game where you can only be online for short times vs reality where you could be present and available at all times.

The alerts don't tell you which building they're near (if you have more than one) or how many people are there, though.
