This can be fixed. First, restart your computer. Log into steam, then go to ArmA and ArmA: OA. First, try to verify the integrity of your game by right-clicking, going to properties and finding it in there. If it works, try to run it. If not, reinstall/update battleEye and try to verify it again. Try to run it again. If this does not work, you probably have to reinstall your game, and if it still says the same thing, someone may have your CD key and is running the game.

Saw a post yesterday by a Steam dude, saying they're looking into it. Well, it's not like it has been like this for over a week, is it?

Also here's the fix that was posted by someone.

I've just solved it myself.

It's a full fix now, you can launch Arma 2: Combined Operations from Steam games list menu.

You can follow steps below to fix this issue:

1. Open Arma2:OA folder. (Example: "D:\GAMES\Steam\steamapps\common\Arma 2 Operation Arrowhead")

2. Copy "_runA2CO.cmd" file for backup.

3. Open "_runA2CO.cmd" for Edit in Notepad.

4. Search for string that begins with ""%_STEAMPATH%\steam.exe" -applaunch 33930"

5. Replace it with string below(just copy&paste whole string):

start "" "%_ARMA2OAPATH%\ArmA2OA.exe" "-mod=%_ARMA2PATH%;EXPANSION;ca"

6. Save file and exit Notepad.

7. Run ARMA 2: Combined Operations by selecting "Launch Arma 2: Combined Operations" in Steam games list menu.

8. Enjoy!

Addendum for DayZ players.

For DayZ to work your line in "_runA2CO.cmd" file must be like this:
