Military Zombies

I there any difference between regular civilian clothed zombies and the military ones with helmets and kevlar? By difference I mean regarding their health and whether those armored areas actually have an effect on how much damage your shots do. Reason I ask is because I put 2 makarov clips in a military zed earlier, including 2 or 3 headshots, and he didnt go down. I actually had to run away, and yes I'm sure I hit. Could it have been lag, or is their a difference?

None no. The headshots should take them out. Could be server lag there.
