NPC hacks?

I dont know but i was crawling towards Vybor a moment ago and i hear aggroed zombies shouting and then i hear loud footsteps, and a AI or player runs right up to me infront of me and stops not shooting either.

All i see is a yellow tag named civilan

EDIT:Im playing by myself in a server with a guy named Shotty, Who does not look active

Is he a hacker??! I keep seeing NPCs!! For a sample i was in the school and i saw that some camo was looted *Droped his civilan suit* and i was like oshet. Well i countined and top floor,i see a suspicous thing in one room i walked by. "OFUACK" and i loaded pellets walked in and i saw a guy wearing camo suit with winchestor thing is he wast a player and he didt fire back. I didt take anything besides a compass and 2 beans because im low on blood. And the map this server has allows you see your icon in the map and i keep seeing yellow icons on the map.
