Severe Latency "Lag"

I keep getting ping levels in the thousands or even ten thousands. It is extremely frustrating and makes this unplayable.

Specs:

Phenom II X4 3.2 ghz

4 Gigs of DDR2 RAM

Nvidia GeForce 450

Windows 7 Home Premium

Western Digital Green 500 Gig HDD

Wireless Adapter: WNA1100

Since when does ping rely on system specs? Ping is all about your internet connection. If you're trying to connect to a server all the way in rural China connected with a rusty coat hanger instead of an ethernet cable running on lemon juice power, your system might as well be the star trek Enterprise, and you'll still lag.

That being said if it's global for every server, perhaps you should give a call to your ISP. Is any other game affected?
