I've noticed myself that the server list seems to be based on a random region when I open my client and look for servers. If you're having issues, I suggest restarting your client and trying again. Sometimes it takes multiple restarts for me.

It isn't going to happen, though. The people who hack and grief others do it because they know what it feels like on the other end. They know they have control over someone else to some degree, and they get off on it. It's just another form of trolling. It isn't a lack of knowledge that is the issue.
