Lots of people are having this issue. There doesn't seem to be a fix at the moment. I have this issue also and it's very frustrating.

I was having the same exact issue. I just deleted by beta folder, found here: C:\Program Files (x86)\Steam\steamapps\common\arma 2 operation arrowhead\Expansion\beta and reinstalled the update. Found here: http://www.arma2.com/beta-patch.php/ It worked after i rebooted, but boy does it sit on the screen that says "Loading" for FOREVER. It finally loaded though. Then i was loaded into the debug zone just now, so I am reconnecting as we speak. Hopefully it works still. Hope this fixes your problem too.
