Get the third one, decent looking fans and a six core CPU, it's a pretty good bang for your buck.

Go with a 780 unless your tight on cash go with a 680, a Titan is a little to much considering it only pops out on average at most 20 extra frames compared with a 680. A single 780 will be a good bang for your buck providing the best performance overall. I wouldn't recommend a 690 either since it's a dual core GPU, so it's two graphics cards, sometimes having two cards will cause micro stuttering in certain games which you may find a bit of an annoyance.

Capture cards reduce the load on you CPU when liveStreaming, using your laptop to stream would be the same as using it as a capture card, though I don't know how to actually use a laptop and PC in tandem to Stream but in my opinion you would be fine installing a capture card and using just that as it will not be a big hit towards performance on your gaming PC. Software alone can cause a huge performance loss because it's using resources from your CPU. If you want to try the software check here.
