The Arma2OA Beta patches could have caused this lagg. A lot of people were complaining about (very) low fps. Try the latest build: 98866

Onboard Radeon 3000 is the problem. Change "Video Settings" to low and try again. -

Six Launcher did the downgrade to 2.4 for you. Mate did have the same problem today. -

Sounds great. No traffic limitation, 8 x 2,4 GHz CPU, 16 GB RAM. Visible playernames on the other side is bad. I think you could get more players with ~ GMT-5.
